River States Conference Appoints Oakland City University’s Tommy “T-Ray” Fletcher II as Commissioner

MIDDLETOWN, OHIO — The River States Conference (RSC) Council of Presidents (COP) is proud to announce the appointment of Tommy “T-Ray” Fletcher II as the conference’s next Commissioner, effective April 1, 2026. A cornerstone of the RSC community for years, Fletcher brings a legendary record of competitive success and administrative leadership to the regional stage.

A Legacy of Excellence at Oakland City
Fletcher transitions to the commissioner’s office following a historic tenure at Oakland City University (OCU), where he has served as Athletic Director since 2020. His deep ties to the RSC are well-established; he has been a vital member of the conference’s leadership team, serving as the Administrative Council Chair, Athletic Director Association Representative, and Baseball Liaison.

Before his move into full-time administration, Fletcher cemented his legacy as the winningest baseball coach in Oakland City history. Over a 26-season coaching career, he compiled over 400 career victories, led the Mighty Oaks to 12 NCCAA National Tournament appearances, including a national runner-up finish in 2005. Fletcher was named NCCAA Mideast Region Coach of the Year nine times and mentored 22 Academic All-Americans, emphasizing his commitment to the "student" in student-athlete.

Fletcher was inducted into the OCU Intercollegiate Athletic Hall of Fame in 2013, honoring his multifaceted contributions as a student-athlete, coach, and administrator.

Personal and Academic Foundation
A native of Madisonville, Kentucky, Fletcher is a "Mighty Oak" through and through, having earned both his Bachelor’s in Accounting and his Master’s in Management from OCU. Beyond the athletic department, he has also served as an instructor in the OCU School of Business, bringing a classroom-tested perspective to conference governance and student success.

"He built a premier baseball program, he built a thriving athletic department, and now he will build the future of the River States Conference; his intimate knowledge of our member institutions and his unwavering integrity make him the perfect fit for this role"

The Fletcher Family
Central to Fletcher’s life and leadership is his family. He will be joined in this new chapter by his wife, Maddie, and his daughters Sophie, Avery, and Lainey, and his son, Raef. The Fletcher family has long been a fixture at RSC events, and they look forward to supporting the conference's diverse community of student-athletes across the region.
